Kira graduated from Moscow State University, the Department for Social and Economic Geography, in 2007. In 2018, she took the CPD course "Adaptation of Modern Approaches to NGO Management and Enhancing the Effectiveness of the Third Sector in Russia" at HSE University, and in 2019−2020 Kira received professional training within the program "NGO Management" at HSE University.

She has been working with NGOs for more than 10 years. She has been the Executive Director of the NGO Association "All Together" since 2017. She is a member of the Supervisory Board of the Association "Kind Cities", a member of the Coordination Council on Social Advertising and Social Communication of the Civic Chamber, a member of the Public Council under the Russian Ministry of Labour and Social Protection, a member of the Coordination Council on Development of Charitable Activities under the Ministry of Economic Development of the Russian Federation.

Natalia Truhanovskaja

Natalia Truhanovskaja graduated from Moscow State Linguistic University in 1999 and completed her graduate studies in Moscow City Pedagogical University in 2009. She holds PhD in Philology.

In 2000, Ms. Truhanovskaja worked as a language tutor in Moscow State Linguistic University. In 2005−2013, she was a chief instructor, an Associate Professor of the Department of Modern Western Languages and Translation Studies, Department of the German Language and Modern Teaching Technologies at Moscow City Pedagogical University. In 2012−2013, Natalia Truhanovskaja was the Deputy Director of the Institute of Foreign Languages, Moscow City Pedagogical University. She was responsible for admission and career guidance of students. In 20 013−2017, she held a post of the Vice-Chancellor on education and social work.

In 2017−2020, Ms. Truhanovskaja was a Deputy Head of the Directorate for State Policy in Education of the Department for Education and Science, Moscow. In May 2020, she became the Director of the Department for Coordination of Higher Education Institutions of the Ministry of Science and Higher Education of the Russian Federation.

In 2019, Natalia was awarded the Certificate of Appreciation of the Ministry of Education of the Russian Federation.
Elena Topoleva-Soldunova

Elena graduated from the Philological Department of Moscow State University. Since 1994, she has been the Director of the autonomous non-commercial organization "Social Information Agency". Since 2010, she has been a member of the Civic Chamber of the Russian Federation. In 2012−2014, Ms. Topoleva-Soldunova was the Head of the Civic Chamber Committee on Social Policy, Labour Relations and Citizens' Quality of Life. In 2012−2016, she was a member of the Presidential Council on Civil Society Development and Human Rights.

Elena is an active member in a number of councils and committees. She is the Vice-Chairman of the Council on Patronage in the Social Sector of the Russian Federation, Chair of the Public Council of the Ministry of Labour and Social Protection and Committee for the Non-Commercial Sector Development and Support of Socially-Oriented NGO. Elena Topoleva-Soldunova is a member of the Government Expert Council.

Ms. Topoleva-Soldunova is awarded the Second Class Medal of the Order of Merit for the Fatherland. She was a recipient of the State Prize in media in 2018.
Andrei Sharonov

Mr. Sharonov graduated from Ufa State Aviation Technical University and the Russian Academy of Public Administration under the President of the Russian Federation; holds a Ph.D. in sociological science.

From 1989−1991 Mr. Sharonov was a People’s Deputy of the USSR, and until 1996 was the Chairman of the State Committee of the Russian Federation for Youth Affairs. Between 1996 and 2007 he served in the Ministry of Economic Development and Trade of the Russian Federation as the Department Head, Deputy Minister and State Secretary. From 2007 through 2010, Mr. Sharonov was the Managing Director and Chairman of the Board of Directors of Troika Dialog Investment Company, and headed the investment banking business.

In 2010, Mr. Sharonov was appointed the Deputy Mayor in the Moscow Government for Economic Policy. He was responsible for budgeting, public procurement, industrial policy, support of entrepreneurship, market regulation of trade and services. In 2013, Anderei Sharonov joined the SKOLKOVO Business School. In 2013−2016, he was the Dean of SKOLKOVO Business School and in 2016, he was appointed the President of the Moscow Business School SKOLKOVO.

Mr. Sharonov was awarded the Aristos prize for "Independent Director" in 2009, a special prize "For the Services in Developing Management Education" in 2016. He received the national award "Director of the Year — 2009" and the international award "Person of the Year — 2012".
Mr. Sharonov also received a special award for personal contribution to the development of corporate management in 2016 from the Independent Directors Association and the Russian Union of Industrialists and Entrepreneurs. Mr. Sharonov was awarded the Order of Honour and is an Honoured Economist of the Russian Federation. He also received the President’s Letters of Gratitude.
Artem Shadrin
Senior Director for Innovation Policy, HSE University, Director of the Institute of Social and Economic Planning, Moscow
In 1997, Mr. Shadrin graduated from Russian State University for the Humanities with a degree in world economy. In 2000, he completed his postgraduate studies in world economic and international economic relations in HSE University. In 2000−2004, he held a post of an Advisor to the First Deputy Minister of Finance. In 2004−2019, he worked in the Ministry of Economic Development of the Russian Federation. In 2016, he led the Department for Strategic Development and Innovations of the Ministry of Economic Development of the Russian Federation.

In November 2019, Artem Shadrin took the post of the Director of HSE University Innovation Policy. At present, he is responsible for HSE policy in innovative and social entrepreneurship and infrastructure development of socially-oriented NGO.

Mr. Shadrin is the author of more than 60 publications in journals "Problems of Economy", "Political Research", "Stock Market", "Problems of Economic Transition", in HSE preprints, in "Academic Papers" of Gaidar Institute for Economic Policy. He is also the author and an academic editor of a number of publications by HSE University and the Russian Ministry of Economic Development.

Artem Shadrin is a member of a number of coordinating and consultative agencies including Inter-Agency Working Group on Technological Development under the Government Committee on Economy Modernization and Innovative Development of Russia; Coordination Committee on Contests and Presidential Grants on Civil Society Development; Coordination Committee on Charities Development; Coordination Committee on Volunteering of the Civic Chamber; Working Group on the National Technological Initiative "Kruzhok Movement".

Mr. Shadrin holds a number of awards, including letters of gratitude from the HSE University Rector, the Minister of Economic Development and Trade and the RF President. He is awarded the Second-Class Medal of the Order of Merit for the Fatherland and received Certificates of Appreciation from the Ministry of Economic Development and the RF President.
Alexandra Boldyreva

Alexandra has been working in the non-commercial sector for 11 years. For seven years, she has been engaged in marketing communications and PR. She was the Head of the PR Department of the Sistema Foundation. Since 2016, she has been the Executive Director of the Donors Forum.

Alexandra participated in the development of a methodology for evaluating corporate social activity for the competition "Leaders of Corporate Philanthropy". She is an expert of a number of corporate grant competitions, as well as the "Presidential Grants Foundation". Anton Belov
Director of Garage Museum of Contemporary Art, Moscow
Anton Belov has been the Director of Garage Museum of Contemporary Art since 2010. He is a graduate of the Moscow Institute of Steel and Alloys, with a degree in the physics and chemistry of processes and materials. Prior to his appointment at Garage, Mr. Belov founded the non-profit project Gallery White to support young artists in developing new works. In 2009, he launched the bilingual magazine and online resource Artguide, which focuses on the contemporary art and is the leading magazine of its kind. Anton Belov was a member of the Public Council of the Russian Ministry of Culture from 2012 to 2013. Since 2018, he has been the Head of the Department for Contemporary Art at the HSE University.
Alexandra Babkina
Director of Social Projects, Moscow
Alexandra Babkina is the Director of Social Projects of Mail.ru Group since 2019. Her area of responsibility includes implementation of the corporate social responsibility strategy and development of the Dobro Mail.ru service. Prior to Mail.ru Group, she worked as a PR Manager at VimpelCom (Beeline Brand) in Tatarstan and then at PRP Group — a WeberShandwick Affiliate Company, where she was the Head of Consumer Practice for Microsoft. In 2012, Ms. Babkina joined Mail.ru Group as the Project Leader for Dobro Mail.ru, the service for smart and honest charity. Since 2018, she has been the Head of Social Projects at Mail.ru Group. Since 2017, she has been on the "Top 1000 Russian Managers" list, and on the "Top 50 Russian Corporate Social Responsibility Managers" list. Alexandra Babkina graduated from Kazan State University, Department for Philology, where she defended her PhD thesis.
Grigory Zaslavskiy
Rector of the Russian Institute of Theater Arts – GITIS, theater critic, Moscow
Grigory Zaslavskiy graduated from the Russian Institute of Theater Arts, Department for Theater Studies, in 1993, holds PhD in Philology (2011). He worked at the magazine "Moscow Observer, he was as an editor, a Deputy Head and then the Head of the Cultural Department at "Independent Newspaper". Mr. Zaslavsky worked as a commentator and a Deputy Head of the information service at Radio "Majak-24". Since 2007, he is a cultural commentator at the radio station "Vesti-FM". Grigory Zaslavskiy anchors programs "Culture/Tourism" and "the Cult of Personality" at the "Mir" channel.

Since 2011, he is an Associate Professor at Moscow State University, School of Television Studies and at the Russian Institute of Theater Arts, Department for Theater Studies. Since 2016, Grigory Zaslavskiy is the Rector of the Russian Institute of Theater Arts.

Mr. Zaslavskiy is awarded the Moscow city prize in literature and art. He is a member of the Civic Chamber of the Russian Federation.
Tatyana Ilyushnikova
Deputy Minister, Ministry of Economic Development of the Russian Federation, Moscow
Ms. Ilyushnikova graduated from Polzunov Altai State Technical University in 1998, holds PhD in Economics.

She worked in operating companies in 1998 — 2002. In 2002 — 2012, Tatyana Ilyushnikova held various positions in the Ministry of Economic Development of Russia. In 2012 — 2020, she was an Administrative Assistant, the Deputy Head of the Expert Administration of the Russian Presidential Executive Office. In February 11, 2020 she was appointed the Deputy Minister of Economic Development of the Russian Federation.

Tatyana Ilyushnikova is awarded the Second Class Medal of the Order of Merit for the Fatherland and the Certificate of the RF President Appreciation.
Sergey Morozov
The Governor, Ulyanovsk Region, Ulyanovsk
Sergey Morozov graduated from the All-Soviet Union law institute with a degree in "Jurisprudence".
Since 1981, he served at the law-enforcement bodies. He made his carrier from an inspector of criminal investigation in the Regional Department of Internal Affairs up to the Head of drug control special division of the Department of Internal Affairs of the Ulyanovsk region.

In 1995, Mr. Morozov was appointed the Chief of the Department of Internal Affairs of Dimitrovgrad. In 2000, he was elected the Mayor of Dimitrovgrad. Sergey Morozov initiated participation of Dimitrovgrad in regional contests "Cultural Capital of the Volga region" and "The Most Well-Arranged City of Russia". He was one of the main developers of these programs. In 2004, Mr. Morozov became the Head of the Ulyanovsk region administration. He considers the sustainable development of the region the key priority. In 2006, he was appointed the Governor of the Ulyanovsk Region.

Sergey Morozov has PhD in Economics. He was awarded "Expert Militia Officer" and "Excellent Service in the Ministry of Internal Affairs" badges. He received the third class-class medal "Meritorious Service", "Organization of All-Russian 2006 Agricultural Census", "The Penitentiary System Development in Russia", "Federal Migration Service" medals and the golden medal "Development of the Agricultural Industry in Russia". He was also awarded the Oder of Honour and the Certificate of Appreciation of the Ministry for Agriculture of the Russian Federation.
Svetlana Makovetskaya
The Director of "The Center for Civic Analysis and Independent Research, GRANI", Co-chair of the Presidium, the Presidential Council on Civil Society and Human Rights, Perm
Ms. Makovetskaya was the Head of the Ural Agency for support of small and medium-size enterprises. She is one of the authors of the Concept of Small Business Development in the Perm Kray. Since 2004, Svetlana has been the Program Director of the Institute of the National Project "Social Contract". She led more than 15 research projects.

Since 2007, Svetlana has been the Director of "The Center for Civic Analysis and Independent Research, GRANI. She also runs the Centre’s programs on infrastructure development SONKO.

In 2010, Svetlana was awarded a badge of Commissioner for Human Rights in the Perm Kray for establishing the center GRANI and introducing a technology of public expertise of the state power quality. Svetlana received the golden award of the Perm Chamber of Commerce and Industry.

She is a member of the Association of independent centers for economic analysis and the Public Council of the Russian Ministry of Labour and Social Protection; Co-Chair of the Presidium of the Presidential Council for the Development of Civil Society and Human Rights.
Oksana Oracheva
General Director, Vladimir Potanin Foundation, Moscow
Oksana Oracheva is General Director of the Vladimir Potanin Foundation. She keeps strategic programs, partnerships and operations on track, fosters innovative thinking, oversees programs and projects development and is responsible for the Foundation’s international activities and global partnerships.

Oksana was chair of the Governing Council of the Russian Donors Forum. Prior to joining the Foundation in 2010 Oksana served as Russia Program Director of the Ford Foundation International Fellowship Program at Moscow office of the Institute of International Education. In 1999−2000 she was an editor of the bi-weekly Russian Regional Bulletin published by East-West Institute Moscow Center. Oksana is a political scientist and has over 20 years of work experience in non-profit sector.

Since 1989 she has been teaching different courses on Political History and Political Science. She has written extensively on federalism, center-periphery relations and good governance. Oksana holds a MSocSc in Political Science degree of the University of Birmingham (UK) and a PhD in Political History from Perm State University (Russia) and did research as a Visiting Professor at Yale University.

Oksana is a winner of Fulbright and Chevening Scholarship awards.
